Symptoms
In this case, users with Exchange mailboxes based on Exchange 2013 or 2016 should not be able to access public folders through Microsoft Outlook.
Reason

cmdlet in exactly the same way:Set-MailboxDatabase (Get-Mailbox
).Database -PublicFolderDatabase (Get-MailboxDatabase (Get-Mailbox ).Database).PublicFolderDatabase Permission. To view other types of public or public folders, open the desired view in Outlook i.e. H click Calendar or Contacts in the secret formula bar. You can also select Go | Folder list in Outlook menu and/or you can find all publicPrivate and shared folders that many of you have access to.
Run the application cmdlet to restart the Microsoft Exchange RPC Client Access service on the current server running Exchange Server that hosts public folders:
