Freeze the device by deleting and re-creating these permissions (default) via powershell.
3. Remove affected modern permissions.4. Re-create permissions: Add-PublicFolderClientPermission “Name of Public Folder” -User Default -AccessRights Author
You may need to follow steps 2, 3, and 4 if you have subfolders/calendars whose permissions are not inherited.
