One week after notification, MS reports that the new April location update still hangs in some component install sequences

Microsoft originally released hotfix KB 3020369, possibly “April 2015 Care Stack Update for Windows 7, then hotfix for Windows Server 2008 R2,” simply because it was part of an unscheduled program on Wednesday, April 29th. The seven-patch community is not cleaned up (and certainly not documented,as far as I can tell) this area was released again as part of the patch for Tuesday May 12th.
“Preparing to set up Windows” seems to get stuck in Windows 7 and 10, or take too long when new updates need to be installed, or just when the user performs a clean install of most Windows. The problem usually occurs due to corrupted update files or when updating the primary integrity of the files.
Soon after these types of fixes came out, people started complaining that, according to experts, installing the fix caused Windows 7 to crash on reboot, as well as the corresponding “Step 3” note to 3. Preparing to configure Windows Do not turn off your computer. “
As I said last week, computers will be idle for hours, so the only (predictable) way is to shut down each computer or use Ctrl-Alt-Delete. I woke up with dizziness, like the windows popped out without damage.
