Solutions
1. Click the main Start menu, then find / select Windows Firewall.
2. Select “Advanced Settings”.
3. Select a specific inbound rule in the left pane.
4. Under Inbound Rule Actions. Select New Rule.
5. Select Port as the type of rule, click Next and enter TCP and specific local ports.
6. Enter 23 for the port and click Next.
7. Select “Log in later” and click “Next”.
8. Indicate when the new principle can be applied. (Domain, private and public)
9. Give the inbound rule a name such as Telnet and click Finish.

I am using Windows 7 and / or trying to connect to each of our routers via Telnet:

• Open cmd
• enter telnet xxx.xxx.xxx.xxx.

As a result, could not be opened to connect to host at location 23: connection failed .

1. Control Panel -> Programs and Features -> Enabling and / or Disabling Windows Features – Check the Telnet client (I also checked the Telnet server, but there was an error)

You don’t need to do anything on Windows for the user to telnet to work. You are already looking for an error message indicating that the connection cannot be opened on port 23: Connection failed – Telnet client is working but not as expected. Or:

• Invalid IP address (can you check the connection with the device?)
• The device will not be accessible under this IP address (can your organization ping the IP address again?)
• Outbound connections are blocked on the best Windows firewall (outbound – connection to device)
• Or, most likely Telnet is not supported or your router is turned on (which one do you have?)

If your router supports dial-up connections from the command line (not all), IT might assign SSH (Secure Shell) to port 22. If you may be using Windows, a popular suggestion for you is Putty – but where other clients are available.
