Oracle Database Express Edition (Oracle Database XE) shuts down automatically when you shut down the computer that hosts it. If users or applications are currently logged on when you initiate a graceful shutdown process, the shutdown will continue under the following conditions:
In general, new connections and starting new transactions are generally not allowed.
All uncommitted transactions will be rolled back.
All typical users and applications will be disabled immediately.
