I didn’t get this message when I tried to register with the dll using the regsvr32 command from the command line associated with Vista Ultimate x64. I used to register the dll in Vista Business x32 without problems, but didn’t try it in the x64 version.

In general, this error appears more often in Windows Vista or Windows XP and in 64-bit versions. This is primarily caused by the Data Execution Prevention aspect of Windows Vista, also known as DEP. To solve this problem, you need to add the regsvr32 exception to the DEP dialog box. like:

Step 1. Go to the current controller, launch Panel by clicking andClick “System”.

Step 2. Now go to the “Advanced” tab and in the section click “Performance” “Settings”.

Now step 4. Click the button, go to “Add”, to the file c:windowssystem32 and select exactly the file regsvr32.exe. If you see a message that the new computer may become unprotected and vulnerable to attacks, just click OK to continue.
